Tourism is one of the regional potentials which, if
well-developed, will bring positive impact on the increased people’s income and
Regional Budget. Both natural and artificial tourisms can be developed into
regional tourism attractiveness.
This study is aimed to analyze Tourism Destination
Development in frame of increasing people's income in Pakpak Bharat Regency,
and performed in Tourism Area of Lae Une Waterfall in Pergetteng-Getteng
Sengkut District, Pakpak Bharat Regency.
This area is one of the prime tourism areas in Pakpak Bharat Regency
since it has big potential of tourism and is very close to capital of regency.
The tourism potentials in this area include Lae Une, Top of Delleng Siranggas,
Mejan Marga Manik, Cave under Lae Une Waterfall, preserved Culture, and
traditional rites routinely carried out by the society.
The study is focused on 4 basic elements: Attraction
(tourism attractiveness), Amenity (accommodation and catering), Accessibility
(transportation), and Ancillary (supporting facilities). This research applies
descriptive method on qualitative approach. The methods of data collection are
interview, observation, and literary study.
Based on the research result, the following conclusions
can be drawn:
1. Development of attraction by maintaining
and rehabilitating tourism objects, and preservation on the existing tourism
attractions. The obstacles include, among others, minimum budget, lack of
concern about local culture and history, and limited resource of apparatus in
tourism area.
2. In amenity development, the Government
only takes part as policy maker and minimum control.
3. The accessibility development is carried
out by providing road and transportation facilities to the location of tourism
object. The obstacles include unavailability of special transportation which
connects the location of tourism to other locations.
4. The Ancillary development is carried out
by establishing and providing supporting facilities in tourism area, but poor
maintained facilities.
5. In increasing people’s income, role and
participation of society in tourism are carried out through empowerment and
training in Small-Mid Industry (UKM). The obstacle challenged by the society in
developing their business is minimum capital.
Furthermore, the researcher suggests:
1. In developing the attraction, it is
important to establish cooperation with the third parties, particularly in
managing Lae Une Tourism Object, and in preserving cultural and historical
attraction, synergetic relation between government and society should be
improved.
2. In developing amenity, it is important to
attract investor, especially in hotel development, and capital assistance is
highly recommended for local businesses.
3. In developing accessibility, it is
recommended to establish transportation channels specifically to connect all
tourism location in Pakpak Bharat Regency and to other regions, and auxiliary
terminal should also be made in the tourism area.
4. In developing ancillary, it is important
to perform improvement and maintenance on the supporting facilities in Lae Une
tourism area.
5. In increasing people's income, it is
recommended to provide capital assistance and to perform empowerment to prevent
business dismissal, and finally, job training center in tourism should be
established.
